what is the rate constant, k?
I figured out that the rate law is Rate = k [NO2][F2] and not I feel like there is not enough
information to figure out the rate constant.

It's enough, you just plug in the numbers. From the first trial
Rate = k[NO2][F2]
.026 M/s = k (.1M)(.1M) and k = 2.6 M^-1 s^-1

The other trials give the same answer, after being rounded off.
