Is there an innate biological fear of genetic annihilation in pale skinned/ genetic recessive human beings?

Nope, or no more so than in other groups -- most groups have an "us vs them" somewhere, you know.

No. There is no such thing as a 'genetic recessive human being', nor is 'genetic annihilation' related to dominance. If anything, recessive genes have a higher chance of being passed on for longest. Why would anyone have a fear of anything you're talking about anyway, and how/why would it be innate?
Edit: Ah, thanks for clearing that up. Different races emerged because of different environments. A skin color in one part of the world will be advantageous, but a different skin color will be necessary in a different part of the world. With modern technology it doesn't really matter, so natural selection doesn't really affect this anymore. Sexual selection might still play a role since it's not unusual for people to find certain skin tones attractive, but this isn't going to annihilate any genes and people are hugely unlikely to fear that such a thing will happen. Having children with someone of a different race won't make either partner's genes be annihilated.
