White holes are a solution of Einstein's equations. For very complicated arguments, white holes cannot not form from stellar collapse if singularities exist. If singularities exist from stellar collapse, white holes would only exist if they were primordial - a black hole formed at the instant of the Big Bang or in the infinite past (this is called a maximally extended space-time) whichever was earlier.

If singularities do not exist, in principle a white hole could form from stellar collapse (maximally extended space-time is no longer a requirement for their existence). However, it is certainly not clear that the physical condition could exist that would allow it to form in reality.

Actually, this was proposed when black holes were thought to have been discovered; objects that were very energetic, with matter and energy just "bursting" out from them - and, when astronomers looked, they thought they had a candidate: A quasar.
Quasars looked like relatively small, incredibly bright objects, nearly at the edge of our field of observation; it took years to determine that quasars were actually small, young galaxies, powered by a supermassive black hole - like the Milky Way. The black holes in these galaxies were feeding, and ejecting huge streams of matter out from their poles, mimicking what a 'white hole' would produce - but, it was caused in reality by a black hole... These days, we don't believe that there are white holes.
