Why should we take responsibility for our actions if human behavior is fully determined

Genetics and environment may shape our instincts and our bodies, but our actions are dictated by the mind.

Someone decides to steal a chocolate bar. That was not genetics or environment, that was a choice they made. They were completely responsible for that action.

Okay B.F. Skinner...explain this:

I am an identical twin. My brother and I share the same DNA. We also share the same environmental settings. Per your assertion, we should be the same. We should choose the same options and make the same decisions. Why is it that I, and EVERY other twin that has ever lived, not exhibit the results you posit? According to you, heredity and genes are everything, right? How do you explain differences in people who have identical DNA?

Who told you behavior is determined? You don't really believe that, do you? You can give me all the arguments you want, but I will always believe in free will and karma.
