Radiocarbon dating is based on the levels of Carbon 12 and Carbon 14 being equal in the atmosphere at time of death, and yet there are proven tests that confirm these 2 elements are NOT equal. The statement you quote is extremely vague (on purpose, I suspect).
The levels of Carbon 12 and Carbon 14 are NEVER equal to each other, since the proportion of Carbon-14 represents only 0.0000000001% of the carbon in the atmosphere.

This proportion is relatively stable (if you continue the calculation to a few more decimals after the 1, you will get some extremely tiny change over the 11-year cycle of the Sun and some even smaller changes over longer periods -- but these are known). We can even keep track of the different isotopes of Beryllium, showing a sudden surge 41,000 years ago (the latest temporary reversal of Earth's magnetic polarity). Therefore, it is easy to keep track of the levels of C-14 over such a short period as 30,000 years.

The level of carbon-14 is kept at a constant level by the effect of the Sun (or, rather, the charged particles from the solar wind) so that it is replenished at the same rate as existing carbon-14 decays.

Therefore, as long as you live, your body keeps replenishing the carbon contained in all your cells. Thus, the proportion of C-14 to C-12 contained in your body remains stable while you live.

Once you die, your body gives up replenishing your carbon. The C-14 in your body will decay, while the C-12 remains stable. Over time, the proportion of C-14 (0.0000000001% while you live, up to the moment you die) begins to get lower.

Let's say that someone finds your remains in 5,700 years and let us further imagine that there is enough of you left to measure the ratio of C-14 to C-12 left (in some bone, for example).
