Also, Japan is a pretty big place, and there are only two counters listed there. Neither is particularly close to Fukushima, so they won't be measuring much of the Cesium in the soil there. Most of the short-term radiation (like Iodine) from Fukushima has long since decayed, so only the remaining Cesium in the soil in the 50 km or so around the plant will be causing problems. Since much of Japan is more recent volcanic rock, they don't have the higher natural background radiation of the eastern US.
This is nothing more than normal background radiation levels, and they are very low. You will not see any real data from the damaged nuclear sites in Japan as these are all volunteers providing the radiation data. And I guarantee you that volunteers would not be allowed anywhere near the Fukushima sites. Any number up to about 60 counts per minute should be dismissed, as these levels are low enough to live in without any negative side effects. Look up radiation effects on Google and you will learn what levels of radiation and their durations are damaging to the human body. I know you will be incredibly surprised.
In any case, the levels are extremely low.
