NASA are not interested in sending people beyond low Earth orbit. Their justification is that it would be too expensive and that automatic probes do just as good a job. However, this is more like an ego defence mechanism in the Freudian sense than a rationally thought out policy, and emerges from the universal human death instinct.

Read the October 10. 2011 issue of Time magazine and do some online research on the economic and political history of Europe from 1900 to to 1945. The entire world is like Europe in 1919 and the United States about six months after the October 1929 stock market crash right now. That's why. Time is online too. History repeats itself in spirals. Those who have no knowledge of history repeat the same mistakes because they think "history is bunk" and refuse to learn from the mistakes of their predecessors because of either their WILLFUL ignorance and/or their arrogance and greed.

In one word: money. Flying to the moon is *expensive*. Building a base is much more expensive. Resupplying that base with monthly moon shots would leave us flat broke.
