I can't tell you if life exists outside our planet but I can provide an example for your "when did they (the government) ever lie to us?" question.
Chances are you've heard of the alien crash landing in Roswell, New Mexico. Now I'm not saying the government covered up some sort of alien contact. Because, let's be truthful, the evidence for that landing is sketchy at best. The government's official statement for that incident was that a weather balloon crashed in the desert. Now that's all fine and good, except they used that story (and let the alien story flourish) to cover up top-secret government operations in New Mexico.
What really happened? Project Mogul. The government was launching balloons to carry sensors into the atmosphere. These sensors were sent to detect explosions. More specifically the detonations of of atomic bombs in Russian territory. They used these massive arrays to spy on the Russians and make sure they didn't develop the technology to blow us to smithereens.

we are 1 planet that orbits a star among trillions of stars in 1 galaxy among trillions of galaxies. numbers like that tell me there is life somewhere else, and as for the government lying to us about aliens visiting earth, I seriously doubt they are lying to us.
