Well I was wondering if in fact turtles can fly. I don't really know since my English friend told me yesterday that little turtles at the age of 5 years old will develop a small pair of wings which will allow them to propel out of the water at an incredible speed which will allow them to fly.
Is this true?

Leaping out of the water at high enough speeds to become airborne is not "Flying", per say (which is why the flying fish doesn't actually fly), it is more or less equivalent to a human jumping.
So depends on what your definition of flying is, but to most people, no. They cannot fly.

They aren't wings, they're flippers :)
The flippers will propel them pretty fast in the water, but the bone structure of the flippers and of the turtle itself will not allow it to fly.

ya they can get out of water, but no, they can not fly.

This was a failed attempt at trolling... try a little harder next time.
