Lighting conductors or rods seem to be a good thing to have on all houses to keep us all safe. Why are they not on every building? Are they that expensive, or is there a better explanation?

Requirements such as that are set forth by the local and state building codes. In order for such things to be put into the building code, either enough people have to die, or a large amount of property loss has to be sustained upon a continuing basis. Usually, there is enough political pressure put on the governing body, that things such as lightning conductors, that would add to a buildings expense, are left out of the code.
