if you stand in a situation where your car is stuck and raining outside. how can you start the car by pushing it from behind but not pushing it while sitting inside and hitting the dashboard.

Imagine it like a wheel chair. You can push someone in it, but if you sit in it you can't push from the back. If you push from the back you are transferring your kinetic energy to it in the form of push, but if you sit inside you don't have any kinetic energy of your own, only potential. Potential energy is only useful if the object has kinetic energy. I hope this answered your question.
