The quick answer is "no".

Einstein published 100s of papers. See http://en.wikipedia.org/wiki/List_of_sci…
And basically devised a whole new branch of physics,m namely Special and General Relativity

Carl Sagan was a fantastic populariser of science and wrote many brilliant books (Pale Blue Dot is callsic) and TV series (Cosmos)
But his publication history is much shorter.
And, as far as I am aware, Sagan didn't develop any new fields of physics!
