if you are asking if there are receivers and transmitters that are made up of nanoparticles and can actually communicate vise radio waves, yes indeed there are.Ive seen an article from NASA where they developed a nano-microphone that is so sensitive, it can literally hear a cancer cell undergoing cell division.See: Nanotube Radio ........

It is an interesting thought, but the physics is entirely different Nano particles are still matter particles and do not (cannot) radiate out into the environment in the same fashion as photon based radio waves.

Photons are massless spin-1 particles that travel at the speed of light; while matter particles has mass, a spin of 1/2, and travel slower than the speed of light in a vacuum.

So, no nanoparticles cannot act as an electromagnetic wave.
