However the sky conditions must be very dark to see it. No Moon, no town lights nearby.

The best time to see it is during the Summer. But you need a very dark sky to see it because it is not nearly as bright as it appears in that photograph. Most city dwellers have never seen it because the night sky in the city is not dark enough. But in the early evening from a dark country location in the late summer it can be seen extending completely across the sky, from the southern horizon to the northern horizon. It looks like a line of dimly glowing clouds.

This is a long exposure astrophotograph. You can't see the Milky Way like this _anywhere_. You can see the Milky Way from any reasonably dark site when there's no Moon in the sky. I live on a farm in rural Ontario, Canada, and see the Milky Way nearly every clear moonless night.

Actually you can't see any galaxy with a naked eye from the Northern hemisphere. From the Southern hemisphere, there are several galaxies that can be visible with the naked eye. I believe that the picture of your's is the Andromeda galaxy.

Right now -- 8:45 PM Pacific Standard Time -- the Milky Way is off to your northwest, low in the sky. Chances of seeing it aren't good though because it's so low. Summer is best; then it's almost directly overhead. I'm in Portland by the way.

We live in the Milky Way...Thus meaning the only way you could see it is if you went to another galaxy, and good luck with that. But with a nice telescope you can see other galaxies on a clear night.
