In a room of 10 people, and "at least 5 people" have a cold...that means...5 people DEFINITELY have a cold...all of them *might*, but it's known - for a fact - that 5 do.
In a room with 100 people, if "at least 1/4 of them" are male, you know 25 of them are definitely male...there may be 26 males...there may be 76 males...but 25 of them - FOR SURE - are male.
