No. It's 50%. At my school this is how it is:
0%-50% is an E
50%-60% is an D
60-70 is an C
70-80 is a C+
80-90 is a B
90-99 is a A
100+ is a A+
There are 2 c's because f's are to harsh and stand for fail

It's a 50% which equals an F, so no. It's a failing grade. Study harder next time.

that's only 50% so if you consider that passing then I guess so, but most people would call that failing
