The back of the book tells me that the answer is 9/(x^2y^4) but this does not seem right. i get 1/(-9x^2y^4) What am I doing wrong?

The x's and y's are right, so I'll just deal with the constant.
(-1/27)^(-2/3) = (-27)^(2/3) = [(-27)^(1/3)]^2 = (-3)² = 9
(-1/27)^(-2/3) = (-27)^(2/3) = [(-27)^(1/3)]^2 = (-3)² = 9
