I'm working on a short story that involves two different universes I won't go into massive detail but my basic problem is that a new universe is expanding inside another so the outside universe needs to slow the others expansion.
The math problem is that if the inside universe ages at 9.17 years for every outside universe second and it expands at about a foot per second how much should it be slowed so it only expands at about an inch per minute on the INSIDE universe?

1 foot per second = 12 * 60 = 720 inches per minute
1 / 720 feet per second = 1 inch per minute
