Is it a possibility for engineers to be self employed after graduating from engineering school or do they have to work for a company?

"Consulting" work is easier to get when you have already established a reputation through your employment.

However, if you have some money, you could perhaps be in a position to start up manufacturing some device that you invented or designed.

Most of the people who eventually conduct successful private businesses start out as someone else's employee -- it helps to be able to save up some money, and to make some contacts, and learn the "ropes" of your specialty in ways that school cannot teach.

You can be self employed as an engineer after you graduate, but you may be unable to get a licence to operate your business and it will be difficult to find paying customers for your new business. Usually it is best to get some experience working for someone else and take and pass some tests that can be taken to indicate your expertise.

It is possible for expetionally rare cases. Normally, without experience it is not.
