31 Dec is party time. No it will not snow, at least where I live. December is in the middle of Summer. It will be very hot that day.

Apart from that how cold it will be depends on where on earth you will be.
Near the equator it will be relatively warm, but closer to the polar regions it will be possible to freeze to death if you are inadequately clothed for the weather outside.
