This unknown substance has a melting point of 1300 degrees C, weakly conducts electricity as a solid, there is no data on whether it is conductive in aqueous solution, and the hardness of the solid is soft and flaky, what is it? I was going to say a network solid but they don't typically conduct electricity, even weakly, do they? Maybe metallic? I know it's not molecular because the melting point is too high, and ionic solids typically don't conduct electricity either, so it has to be network or metallic in my mind . . . Thanks very much.

Sounds like a metal to me. The melting point isn't horribly high, compared to network solids or ionic structures. It also conducts electricity somewhat as a solid, and metals tend to be malleable.
