Is there ever a time when balancing chemical equations isn't neccessary..?

Yes, there are times when you don't need to balance the equations - mostly in organic chemistry.
In gen chem, the only time I can think of in which it would not be necessary is if you were just attempting to classify the type of the reaction (neutralization vs. redox vs. displacement, etc.). There may be other instances, but they are few and far between. It's very important in gen chem, so just do it all the time and you'll be safe.
