The density of the boat is 1800kg/2000L=0.9kg/L The density at 1kg/L will sink so the boat can hold 199Kg without sinking. The book answer may be 200kg but that would be 2000kg/2000L or 1kg/L which will be neutral bouancy and will not stay afloat
