Workers exposed intermittently to concentrations up to 1,500 ppm complained of no systematic symptoms over a period of several years [Watrous 1947]." from the CDC

from personal experience, there was a woman in my orgo lab who spilled liquid bromine on her hand/wrist. it does permeate the skin rapidly and is considered a serious burn. her skin, in that area, remained orange, due to the color of liquid bromine, for about a week.
