THAT is evolution! Those bacteria are evolving through natural selection, through 'survival of the fittest'. It's a lot faster because they reproduce a lot faster than we do, but we and all other living creatures are evolving in just the same way.
The tendency for us species-centric Humans is to believe we are God's last word. We are the angel at the top of the Christmas tree of evolution or creation, and when we came along God stopped creating and evolution stopped evolving. There's no reason to think that way, though, it's just how we think about ourselves.

BrianD say: Evolution hasn't necessarily stopped at humans, but it just takes a very long time to surface when mutating to the next "species". That being said, we must also take into account the fact that humans, being one of the first, if not the first, sentient species to roam the Earth, we are very aware of our mortality. This causes humans to want to snuff out those who deviate too far from "the norm", and in doing so eliminate potential for further evolution.
All that being said, it's also important to realize we continue to evolve on a microscopic level that can be observed if you look closely. World records in sports being broken every year, technological advancements continuing to be discovered and invented, all of this is possible because we have not only fostered the growth, but also continued to mate and create the best possible offspring to accomplish what the previous generation could not.
