What are two reasons why polygraph testing of a person’s sincerity and honesty may yield inconclusive results?

Polygraph testing uses stress cues to determine a person's honesty. It uses the fact that our brains will send subconscious signals to our bodies when we're lying, resulting in changes to skin chemistry and heart rate. Interestingly, measuring skin chemistry is one of the best ways we have of determining of someone is lying.
However, there are obvious problems with polygraphs as a fool-proof method of determining truth. For one thing, some people become panicky just about the fact that they're being polygraphed, which can lead to high stress responses that may not be indicative of dishonesty. For another, people who feel no sense of guilt or who have trained themselves to repress their stress responses may not show the stress responses shown by most people when they lie.
I'm not very familiar with what sorts of responses are considered "inconclusive" by polygraphs. But I would guess that two types of inconclusives may exist--those that are "in between," showing more stress response than normal, but not enough to indicate a definite lie. Others might be "off the charts," showing so much stress response that it's impossible to tell whether it's from lying or panic.
