It is hypothetically possible to have a universe which is expanding locally at every point, but which is also infinite. But could it do so from an infinite past? The bits of matter would be infinitely far away from each other unless you had continuous matter creation.

Infinity implies that it goes on forever, and the universe is expanding into that never ending space. They aren't really contradictory, and as a matter of fact, more or less, intertwined.
