No, a flag on the Moon is too small for even the largest telescope on Earth to see. The LM decent stage, which was also left behind, is a lot bigger and easier to see. Even that is still too small to see with the largest telescope on Earth, but the source is pictures of them from a lunar orbiting satellite.

The best telescope on Earth or in orbit is the Hubble telescope.
Even that scope can only see objects of about 10 meters across at the distance of the moon.
So, its not possible to see any of the American flags on the moon.
The Lunar Reconnaissance Orbiter has imaged the lunar landers however - the LRO is in lunar orbit and so is much closer than any Earth telescope, and even so it can't see the flags because they are too small.

No. The flag is less than 2x3 feet in size. You cannot even see the Apollo lunar lander descent stages which there are still 6 of them there. Even the Hubble Space Telescope cannot resolve these small things. (Lookup "Telescope resolution" in Wikipedia for a good explanation of why even 30+ foot diameter telescopes cannot resolve these things on the Moon's surface.
