Well it will from a white dwarf. But i think the maybe Jupiter will collect enough hydrogen and other matter expelled from the nova, and combust into a star when it gets massive enough. But probably nothing more then a red dwarf.

No. New stars are forming all the time but we won't get a new one in our solar system.
