Outside m house there are insects that have dragonfly wings but they have spider like, thin long curved legs that stretch out. Now I know what dragonflies look like and I'm pretty sure their legs aren't that long. I considered it being a mosquito but it doens't look like one because it has those dragonfly type wings. Does anyone know what type of insect this is? Should I be concerned?

You're probably seeing Crane Flies (http://en.wikipedia.org/wiki/Crane_fly). They looks like really big, clumsy mosquitoes. Their winds are a little dragonfly-like, but their bodies are far too short.
