One of the first forcasting tools was atmospheric pressure as measured by a Barometer.All sunny weather has high pressure and all storms have a low pressure center.So,if the barometer is dropping,then a storm is on it's way.The US East coast usually gets a lot of storms from the Atlantic and gulf of mexico being pushed North by the jet stream,then east as it hits the Carolinas.Almost all east coast weather is what California had three days earlier,due to the earth's rotation.
