like when the hurricane of 1900 in Galveston what type of tools did they have like to predict hurricanes?

Forecasting tools were primarily experience and single station observations of barometric pressure...wind...sea state...and clouds transmitted by telegraph.

Not much. Back then there was little more than ship reports and reports from land areas that had experienced hurricanes, but little was available to tell how strong one was or where it was going. There were no satellites, recon flights or models to assist.
