Why can't we neutralize nuclear waste/fallout

which block the xrays and the radioactive byproduct of decay from spreading out.WE cant stop the decay of the material. The atom is naturally unstable and thus will take itself apart trying to become a stable atom, releasing the radioactive byproduct.-There is no physical way to stop the decay process that causes nuclear radiation.So a radio isotope will continue to emit radiation whatever you do to it.......
What is happening to prevent it being neutralized?

The natural decay of radioactive ions cannot be stopped. The nuclear fallout comes from the radioactive materials being blown out and scattered, thus making it impossible to encapsulate it in a radioactive kill substance, such as lead, which block the xrays and the radioactive byproduct of decay from spreading out.

There is no physical way to stop the decay process that causes nuclear radiation.
So a radio isotope will continue to emit radiation whatever you do to it.
The best that you can do is to isolate the isotopes by encapsulating it in lead, concrete etc.
