before even trying to do this any scientist would first of all make a thorough analysis of the problem and whether there would be any merit in trying to invent such a ray. The problem lies in the nature of matter. Matter is composed of atoms and the size of atoms cannot be changed ... this is a fundamental constant throughout the entire universe, evidently... the same with electrons and protons, etc.. Before one can shringk a unit of matter one would necessarily have to shrink not only the space between the atoms but also the atoms themselves, which is im[possible according to everything we know about atoms, etc... Apparently then such a ray cannot be made to exist... sorry.!
To make such a ray at all would nmean a very fundamental modification in the structure and function of the universe - which is composed of matter, energy, space, and time. This is so fundamental in fact that if it were at all possible , clues to doing this would already have been discovered,... which they have not !
By the way, have you seen a movie called 'Fantastic Voyage' where scientists board a submarine type craft and are shrunk to microbe size in order to invade a human body to cure it of some disease ?
