Saying everything is a gas, solid or liquid is somewhat of a simplification. You can always come up with things that don't fit neatly into those categories.
As for electricity, it is really a form of energy that is produced by net imbalance in the flow of charged particles (ie: more are flowing in one direction than in another).

Electricity is not actually a thing. It is the word used to describe the movement or flow of electrons therefore not making it a gas, solid or liquid. It's confusing... i know. >_<

All MATTER, is either a Solid, Liquid or Gas. Electricity is not matter, and therefore is not any of the 3. It is a form of force and energy, seeing as it is not matter, but phenomena.
