Let the smallest angle be ∠A = 2x.
Then ∠B = 3x and ∠C = 4x.
Since the sum of the interior angles of any triangle must add up to 180º, we have:

∠A + ∠B + ∠C = 180º
2x + 3x + 4x = 180º
9x = 180º
x = 20º
2x = 40º

So the measure of the smallest angle is ∠A = 2x = 40º.
