phat = 72/724 = 0.1

q = 1 - 0.1 = 0.9

σphat = sqrt(0.1*0.9/724) = 0.0111494122

Decision Rule:

If (0.1 - 0.06)/0.0111494122 < - Z(0.05), we reject H0.

If 3.59 ≮ - 1.645, we don't Reject H0.

Conclusion:
