It's a formula for the derivative. On our exams when we use that formula it's called "Solve by definition".
EDIT: Our teacher never called it anything other than "Definition of the Derivative" so I'd just go with that.

Formal name is "Difference Quotient" or "the difference quotient definition of derivative."
