converting a percentage to a fraction is easy peasy. remember a percentage is just a number out of 100.
so for you example we can say 4.5% = 4.5/100
but we don't like decimals in fractions so we can multiple both the top and bottom number by 2 to get:
9/200
for other cases such as 8%:
8/100 = 4/50 = 2/25, we keep making it smaller to simplify it, until we can no longer divide by 2 in this case. if you are allowed to use a calculator these are easy.
the process for converting fractions to percentage is even easier.
for your example, 3/5 means 3 divided by 5, so you just put that in a calculator if you are allowed one, and it will give you a decimal, then multiply that by 100 to get it as a percentage.
if you aren't allowed a calculator you have to multiply the top and bottom number by a number that will make the bottom 100.
so in this case if we multiply top and bottome by 20 we get 60/100
60 out of 100 is 60% as we learnt earlier.
