If it is asking "In which country is population growing at the slowest rate?" One country hat a population growth of 0.18% and another -0.48%. I am confused about the "population growing" part. I am not sure if that means it has to be growing or if it would be the one decreasing. I DO NOT WANT THE ANSWER, I JUST WANT AN EXPLANATION FOR THE QUESTION!!!!!!

There are countries like Japan and Russia with negative growth rates. When dealing with negative numbers, the larger number with a (-) sign in front of it is actually the smallest number. so a -0.48% rate is smaller than a 0.18% rate. A negative growth rate is valid, it just means that the population is decreasing.

This negative or zero natural population growth means that these countries have more deaths than births or an even number of deaths and births; this figure does not include the impacts of immigration or emigration. Even including immigration over emigration, only of the twenty conturies population decreasing is expected to grow.
