Your answer for a is correct.
For b, observe that the truck with suspended mass will pivot about point B.
The tipping point occurs when the CCW moment of the suspended mass equals the CW moment of the truck's cg acting at distance 2000 from B
so 2900*Mmax * 9.8 = 2000 * 3200 kg * 9.8 and Mmax = 2207 kg
For c use E = Stress (in pa) / strain (ratio)
The stress is the force carried by the strand divided by its cross sectional area
