Because material such as aluminum have lower fatigue and ultimate strength compared to steel. Therefore, it is better to design to the endurance limit, where infinite load cycles will not cause failure. Notice how much larger aluminum frame tubes are (versus good quality steel bicycle tubes) on a good quality aluminum bicycle- the designer wants to increase frame stiffness to lower bending stresses.
