Absolute zero. Everything sublimes and vaporizes all the time. Solids sublime at extremely small rates and liquids evaporate regardless of temperature, although the speed of the vaporization varies with temperature.

Actually even ice evaporates. Slowly but surely, ice WILL evaporate.
