I have a passion for art and structure so I'm considering these two majors. I want to see and create buildings on a daily basis. although I'm more interested in the design aspect, I heard architects rarely get to design their own visions. Is this true? And what exactly do the majority of those that work in these fields do? And math/science is not a problem for me

There is a big difference between civil engineering and architecture. They each have a different function in the design of a building.
The architect is the artist, if you will in the building. He creates his vision of what the building will look like. What it will do and be like to fit its function.
The civil engineer is the mechanic that makes this vision come to life. The civil engineer's job is to ensure that the structure does in fact stand up and that it will do what the architect promised the owner it would do.
Usually they work hand in hand. The architect has an idea and the engineer tells him whether it would work or not. Or often the engineer will propose other solutions which will be easier to construct or will meet the needs at a much better price.

Architects get to design other people's visions with regards to needs, laws and regulations, and the structural capabilities of the materials being used. You can create your own vision if you want, but you have to pay for it. Unless, of course, you simply want to drawn pictures of buildings and not do any building. In that case, that's something you'd be able to do in your own spare time.
Civil Engineering isn't much different except that instead of designing buildings you're designing civil projects; dams, parks, drainage routes for flood waters, etc, etc.

Architecture school is harder, but I would choose it. People view civil engineering as baby mechanical engineering without all of the fun. Architects get to design what they want, but they also have to make sure that it's structurally sound. Architects design/make buildings. Civil engineers build bridges that other engineers blow up.

I believe Civil engineering focuses more on the act of building structures, whereas architecture focuses more on the initial realization of structures (on paper, or whatever form of media ...).
