okay to make cement you need water right? a gallon of water for every bag of cement mix that you use. (80lb cement bad that you get at home depot) That cement will never evaporate and we will never see those water molecules again right. Also tires. Tires need oil and to make oil you need water so when we throw tires away is it true that we will never see those water molecules also.

You do NOT need water to make cement; (other than cooling water); because cement is manufactured by heating limestone and clay with some other materials to make a mixture mostly of calcium silicates.
However; you DO need water to make concrete; in which the water combines with the cement to form hydrated calcium silicates. Over time, some of this water will pass back into the environment from the concrete breaking down, but yes; in the time frame of human activity; this water is lost to the water cycle.
On the other hand; BURNING hydrocarbon compounds in engines and power stations PRODUCES water. This is because each mole of gasoline is burnt to produce about 9 moles of water (and about 8 moles of carbon dioxide). Water is also produced from burning or oxidizing any material containing hydrogen.
