i know its a M1V1 = M2V2 question but i wanna that
M1 =0.0500 mol/L
V1= 20 mL
M2= unkown
V2= am i supposed to add the volumes? like 20+30 mL or is there another way?

Assume that the volumes are additive since you weren't told otherwise. So as you say,
30.00 mL + 20.00 mL = 50.00 mL
(0.0500 M) x (20.00 mL) / (50.00 mL) = 0.0200 M
30.00 mL + 20.00 mL = 50.00 mL
(0.0500 M) x (20.00 mL) / (50.00 mL) = 0.0200 M

Supposing complete ionization:
Na2CO3 → 2 Na{+} + CO3{2-}
So yes, concentration of Na{+} ions would be twice the concentration of Na2CO3.
Na2CO3 → 2 Na{+} + CO3{2-}
So yes, concentration of Na{+} ions would be twice the concentration of Na2CO3.
