The equation you should use here is M1V1 = M2V2.

M1 = initial concentration, 60%
V1 = initial volume, 6 L
M2 = final concentration, 20%
V2 = final volume, unknown

(60)(6) = (20)(V2)
V2 = 18 L

18 L - 6 L = 12 L water <<
