I have seen a unit that used gravel beds for plants started in peat pots and potting medium then transplanted into the gravel beds.A sump pump would periodically flood the channels filled with gravel and plants.There is a self-cleaning aquarium that has a 3 gallon fish tank with an air-lift tube that floods a growth tray in which baskets of gravel is keep constantly wet by about an half inch of water.A small air pump provides the lifting of water into the tray, excess water flows back into the aquarium.The kit is complete except for a live fish but that is taken care of with a certificate to buy a betta for $0.......
I was thinking of a large fish tank with gravel at a normal level for fish being seperated by a screen withe gravel piled high enough for a plant to be above the water with a aquarium bubbler near the bottom and on the other side with the fish having a regular aquarium filter I am also not planting any more than one plant on the side for the plant

Keeping sufficient amount of oxygen around the roots is the issue. I am not sure you will have adequate flow of water to keep the roots oxygenated. Try you set-up. If the both the fish and the plant survive, may be you can improve the concept.
