trail and error - if there are a thousand organisms with a thousand different mutations, probably 999 orf those will be harmful to the organism and they will die before they get a chance to reproduce. But the one who does survive gets to reproduce and the mutation carries on to the next generation.

This is oversimplification, but the general idea, that complexity only comes about through many, many, many generations and many, many, many unsuccessful variations of a trait.
