Yes, they are. The conversion of glucose to glycogen occurs in the liver, and is a complex reaction with several steps, all controlled by various enzymes. In the process, glucose is turned into glucose 6 phosphate, then intermediate products of glucose 1,6 diphosphate until, eventually, the glucose is linked together to form long chains of glycogen.
